Ontario should bring its electoral system into the 21st century

Canada has universal health care insurance, like most of the industrialized world. Unlike almost all the other democracies in the world — except the US, UK and Australia — Canada still uses the winner-take-all election system. Almost all the other democracies prefer the "proportional representation" method for their elections.

Under the "winner take all" system, a candidate and party can win the majority of the popular vote, and still lose the election. Think of Al Gore in 2000. The anomaly is most striking in countries where there are only two political parties. Until recently, Americans tended to believe that their two party system was essential for a functioning democracy. Now some are re-thinking that idea.
