Management Board Secretariat has recently posted their Notice of Termination – Form 1 in Ontario Public Service work sites across the province. This form is a requirement under the Employment Standards Act for ANY employer who is projecting a layoff of 50 or more employees. MBS has posted this form in each of the past three years. What are these numbers … and where do they come from? The numbers listed represent the "anticipated numbers of layoffs" throughout the OPS. That’s province wide, for all bargaining units, all categories and all work locations within the OPS. This years Form 1 covers 2 fiscal years, starting April 1, 2001 through to March 31, 2003. When asked for specifics regarding the numbers, the Employer centrally stated that the total number is calculated based on numbers provided by each Ministry – as listed in each Ministry’s Business Plans. Oddly, no numbers are actually listed in those plans! The total also includes ‘unfinished business’ from previous years. Is the number on the Form Accurate? In previous years the total number given of targeted layoffs has always been much higher than the number of actual layoffs that take place. For a better idea of what each individual ministry intends to do, your Local Executive’s representative should follow up at the LERC or with the MERC.
