10 The General Accounting Office (GAO) report referred to in the Acting Attorney General’s letter is the US Federal government analysis of five studies comparing the operational costs and quality of service in public and private prisons. The GAO’s report, published on 16 August 1996, found: no conclusions about cost savings or quality of service could be drawn as four studies assessing operational costs indicated little difference or mixed results; two studies that addressed quality of life reported equivocal findings or no differences between private and public facilities; the studies provided little information which could be applied to different correctional settings, since states may differ widely in terms of correctional philosophy, economic factors, and inmate population characteristics.
