As long ago as June 1995, Professor Charles Thomas, the now retired “guru” of prison privatisation (see above), argued in the Globe & Mail that, as far as prison privatisation was concerned, “the debate is over.”74 This was, perhaps, wishful thinking.

In Ontario, that debate has not started since one side - the government - will not come to the table. But it is a debate that should be had before it is too late.

It would be ironic if the government of Ontario ignored the evidence from the U.S., U.K., Australia and New Zealand and implemented a policy that more enlightened governments are now trying to extract themselves from.
