Overcrowding
Overcrowding is the norm in adult correctional
facilities. On average, correctional centres, housing sentenced
inmates, operate at 115 per cent of capacity on weekends.
Detention centres, housing remanded inmates awaiting trial or
sentencing, operate at 151 per cent of capacity during the week
and 181 per cent of capacity on weekends.

facilities are overcrowded on a "regular" or
"daily" basis.

Inmate gangs
39 per cent of institutions reported the
presence of inmate gangs.

Contraband
Contraband items are a constant health and
safety hazard in correctional facilities. Drug use can make
inmates unstable, unpredictable, and violent. Weapons increase
the likelihood that assaults by inmates on other inmates or on
staff will cause serious bodily harm. Just as importantly,
however, the possession of weapons such as handmade "shivs"
is a clear indicator of a dangerous environment. Inmates
usually obtain or make these weapons to be ready to defend
themselves in a perceived hostile environment.
