Whereas the parties are engaged in resolution of the remaining issues concerning the design of the Systemic Change Program;
Whereas the parties are engaged in resolution of the issues related to gender balance;
The parties are agreed to the following items:
1. Information shall be supplied as follows:
a) Information to be provided quarterly to the Systemic Change Steering Committee, so long as it operates, and thereafter, quarterly to the MRC or a specified.
2. Nature of information to be supplied by the Ministry on an ongoing basis:
a) The ministries best continuous service date list for all bargaining unit employees
b) All job trades as per current practice
c) All voluntary exit option opportunities, and participants, and all lateral transfer opportunities and participants as per current practice.
d) Site specific gender composition of each institutions workforce by cost center for classified and unclassified bargaining unit positions. (The issue of information about management positions remaining unresolved.)
e) The female workforce at each institution that is converted from unclassified to classified positions and workplace data concerning the numbers of employees promoted from the bargaining unit to management. (The issue of further information about management positions remaining unresolved.)
Other Information Measures:
3. Gender balance shall be a regular topic for the Systemic Change Steering Committee and, after it ceases to operate, for the MERC.
4. Gender balance is to be addressed in the external audit.
5. At the institution or regional level, the LERC or RERC or an agreed sub-committee therefore, shall meet regularly to review progress on the Systemic Change Programme, including gender balance. In the absence of a functioning LERC/RERC, the issue shall be dealt with at the MERC. The MERC shall provide
appropriate guidance regarding specific issues. The LERCs shall report back on progress.
6. The parties will make use of the Enhanced Recruitment Initiatives Programme.
7. Unclassified contracts are currently six months and are renewed as a matter of course unless there is a reason not to. The Ministry will provide twelve month annual contracts beginning at the end of the first six month contract provided that a twelve month contract is consistent with the ministries anticipated
requirements at the facility concerned.
8. The parties shall continue the current joint communication process and ensure all interested parties receive timely communication of specific initiatives.
