Resource Position Management
Strategy Announced
After months of
negotiations and discussions with the employer the MERC
and Health and Safety committees have successfully
negotiated with the Ministry a Resource Position
Management (RPM) Strategy for all institutions. The
strategy identifies classified Correctional Officer
positions which are not part of the institutional
complement. Each adult-only institution has an
identified number of RPM positions while institutions
with adults and youth have specifically identified RPM
positions for each area.
The RPM positions
agreements will have no impact on disputes concerning
institutional staffing and complement.
Local parties will
negotiate compressed work week RPM schedules which are
separate and distinct from institutional complement
schedules. No parameters for these local schedule
negotiations have been agreed to. We anticipate that
negotiations on this issue will begin shortly. Locals
will be notified of the results of these negotiations
when they are completed.
Classified Correctional
Officers who work the RPM schedule may be assigned to
Community Escort duties and/or be assigned to work at
the institution to replace a classified Correctional
Officer who is not available for their shift.
Assignment to the RPM
schedule shall be based on an election process on the
basis of seniority. If the RPM agreement is terminated
the Employer has agreed to use vacancy management
strategies to minimize any impact.
Further details will be
provided as this process moves along.
Daryl Pitfield, chair of
the Provincial Health and Safety Committee says, “Now
that we have been able to negotiate this strategy in
Correctional Institutions it’s time the Ministry of
Children and Youth Services steps up and does the same
thing.”
