UPDATE Letter of Understanding - Certain Classification Adjustments under the Administrative Unit Collective Agreement The bargaining of the 1999 round of OPS talks is finished with new class standards and salaries for 12 designated inspector/investigator classes. These have been approved by Order-in-Council for implementation and payouts should be implemented shortly, retroactive to Jan. 1, 1999. During OPS bargaining, the employer agreed to review the 12 inspector/investigator classes and set up a new pay framework. The classes are: Environmental Officer 4 and 5, Fire Services Investigators 1and 2, Employment Standards Auditor 1 and 2, Human Rights Officer 2, Occupational Healthy and Safety Inspectors 2, Public Health Inspector 3, Safety Instruction Officer 2 and 3, and Field Worker 1, Homes for Special Care A letter of understanding that starts on Page 188 of the OPS contract spells out the details. The employer had unilaterally implemented new rates for two of the classes in November, 1999. It took a grievance to force the employer to involve the union in the process. Resource groups of up to three members from each classification were involved in the process, in a series of meetings in April and May. Systems Officer Class Revision The same letter of understanding contained an agreement to create a new level Systems Officer 6 and update the rest of the class series. A three-member union resource group met with the Employer for two short meetings in April and May. The employer tabled draft standards and said they wanted up-to-date job descriptions for positions that were in place Jan. 1, 1999 and accurate descriptions for new positions. Management Board Secretariat asked all ministries to complete the job descriptions by June 30 so that evaluations using the new class series could be completed by Aug. 31. As a result, some positions may be reclassified to Systems Officer 6, and some positions may be moved within the existing class levels. All reclassifications will be retroactive to Jan. 1, 1999. Employees will be told if their classification has changed, probably by September. | ||
