Centre From: Leah Casselman, President, OPSEU Subject: MBS hold on severance money and
employment information Dear Brothers and Sisters, As you are aware, OPSEU was successful in grieving the
download of Syl Apps Youth Centre to the private sector, specifically that all
the provisions of Appendix 18 of the Ontario Public Service Collective
Agreement had not been met. As a result of that win, OPSEU and the employer
were to meet and discuss how employees would be retroactively remedied. Late last week, OPSEU’s Job Security Unit received
word from our members that current and former members of Syl Apps Youth Centre
were having their severance money and Employment Insurance (EI) information
withheld by Management Board Secretariat (MBS). In response to that
notification, we called MBS and demanded an immediate meeting to discuss why
this was happening. This meeting took place on Wed., Jan. 31, 2001. At the meeting, OPSEU tabled a grievance settlement
proposal with the employer. We also demanded that the employer immediately pay
the severance money owed to you. We also demanded that the employer
immediately release your employment information. Another meeting has been
scheduled for early next week for the employer’s response. OPSEU has also filed an unfair labour practice charge
against the employer for failing to notify OPSEU of the employer’s intent to
withhold severance. We have made it crystal clear to MBS that we regard
their actions tantamount to holding our members for ransom. We will not
tolerate this type of retribution because of our success at the Grievance
Settlement Board. We will notify you of the employer’s response as soon
