July 29, 2002: Press Release: New Contract for Canadian Blood Services
We have a new collective agreement. In ratification votes over the last weekend, members have narrowly approved the contract negotiated, with great difficulty, over many long months.
So what have we achieved?
Quite a lot actually.
Money up front
On the money front, we broke the health care pattern for wage increases to give members more money more quickly.
The employer wanted to stick with the pattern of 2.5 per cent in the first year, and 3 per cent in the second and third years.
Instead you have an increase of 4 per cent retroactive to April, 2001, and another 1.5 per cent retroactive to April, 2002. That gives you 5.5 per cent right away, with another 1 per cent in October. There is another 2 per cent in April, 2003 and a final 3.5 per cent in April, 2004.
It’s always a good idea to get more of the money “up front” and this is what you get in this contract.
The detailed wage grids for each job classification are further down in this bulletin. This will let you see your hourly rate from now until the end of the contract. You can use these grids to figure out what you make when you move to the next experience rating.
What the strike vote achieved
Before the strike vote, the CBS was stuck in the pattern set by other health care unions. Your support for the team broke that logjam.
It also pushed the employer to make other significant changes.
Scheduling:
Before the strike vote, the CBS wanted to tighten its scheduling requirements, making them even worse for members.
With your support, we were able to put some limits on the employer’s right to schedule people.
Now schedules must be posted and dated in advance. You can exchange shifts, including “x” days. If your shift is cancelled with less than 12 hours notice, you will be paid time and a half for that shift.
Availability has been restored in Toronto, subject to certain restrictions. The status quo is preserved for other centres.
Benefits
The strike vote also prompted CBS to move on benefit areas.
There is a $200 vision care package that takes effect Oct. 1 this year, and major restorative coverage will be added to the dental plan next April.
Premium pay
A number of premium payments are included in this new contract:
• The evening premium goes to $1 and will be paid between 6 p.m. and 6 a.m.
• On-the-job trainers get 90 cents an hour.
• Clinic Assistants 1 get a prep table premium of $6 a shift.
• Blood Mobile drivers get a $4 premium
• Drivers get $100 every two years for medicals for their licence renewals.
• Mileage goes to 30 cents from 26.
Job security
We have maintained our job security and severance language. Sometimes hanging on to what you have takes a lot of work, and in this round of bargaining, the CBS wanted us to give up our job security language. With your support, we have held on to it. This is very important in a workplace where things are changing.
