Talks under way

After many hours of bargaining November 23 & 24, the OPSEU/HAOA bargaining team endorsed a tentative settlement on all outstanding contract issues. That tentative agreement was ratified by MTHA and union members Nov. 25. All staff return to their normally scheduled shifts on Friday, November 26, 1999

The highlights of the settlement are as follows:

Term: July 01, 1998 to December 31, 2000 (2 1/2 years)

Improvements for Full Time Contract Staff:

Benefits: F/t contract staff have the option to receive an additional 2% of base salary in lieu of benefits (OPS standard), OR contribute this 2% and an additional 2% (deducted from base salary) to get the OPSEU Benefit Package (see attachment). Deadline to opt in or out of the benefit plan is December 10/99. (Benefits or pay in lieu takes effect January 01, 2000.)

Vacation: F/t contract staff will earn 1 vacation day per month to a maximum of 10 days per year (80 hours)--instead of 4% on each paycheque. Vacation can be used after 5 months of completed service. 5 days maximum may be carried over to the next calendar year. (Effective January 01, 2000.)

Statutory Holidays: Contract staff will be paid for 10 statutory holidays as they occur--instead of 4% on each paycheque. They will earn holiday pay (time and one half) for working any of these 10 days, plus Remembrance Day;

Grievance Rights: Contract staff may now grieve all articles of the collective agreement that apply to them, including dismissal or discipline, the same as permanent staff.

WSIB: Contract staff will be paid full wages as they wait for WSIB claims to be processed, the same as permanent staff. Article 39 will now apply to contract staff.

Layoffs: New Article 60.3: Where a layoff may occur by reason of shortage of work or funds or the abolition of a position or other material change in the organization, the identification of the contract employee to be laid off shall be by classification and in accordance with continuous service.

Wages Increases for all bargaining unit employees:

1.5% July 1, 1998
1.5% July 1, 1999
1.0% July1, 2000
- plus 4 cents/hour December 31, 2000.

Compounded Totals: +4.21% for CPO. +4.28% for SO/PEO/DISPATCH.

Effective immediately, the top of the pay scale will be: CPO - $21.38/hr;

SO/PE0/DISPATCH – $18.30/hr

Pay rates are retroactive on all hours paid from July 01/98 (estimate: $1,100 per CPO; $900 per SO, PEO and dispatch). We anticipate retroactive pay to be issued on cheque dated December 23, 1999.

Job Security:

Renewal of all current contract language. NO CONCESSIONS!

Compressed Work Week:

The current CWW continues. New language to allow expansion and implementation of CWW’s for other areas (i.e.: mobile, dispatch, parking enforcement) has been added.

Health and Safety:

MTHA Joint Occupational Health and Safety Guidelines are now included under Article 19. Article 19 now also applies to full time contract staff.

Housekeeping:

Various language changes were agreed to throughout the collective agreement for operational or clarity reasons (e.g. change ‘General Manager’ to ‘CEO’, WCB to WSIB, etc.
